If they are already on their way crossing as per the HC then yes i do give them time to cross.
I get annoyed if they look and are still on the pavement and see you indicating to turn and then still walk into the road that does annoy me.
Also teenagers in groups think they own the tarmac just lark about and saunter across and generally dont give a monkeys.
