I would say yes, Ian. If there are no other areas of damage (you are allowed up to three) It looks to be paint damage only. Bumper scuffs are generally considered fair wear and tear.
But take it to your dealer. The Motability agent is the one who makes a report and decides if it’s classified as ‘good condition’ when the car is returned, and will give you a definite answer.
If you haven’t reported it to RSA then you should. They won’t want it repaired but it puts it on record.
