He has a garage so is looking at fitting a longish cable through his garden into the back of it with a commando socket for charging.  Our council won’t let him fit a Kerbocharge gully, the pilot scheme ended in 2024 and it’s now controlled by Reform, they aren’t interested in doing anything about electric charging now

Does he have off street parking?

A 32A interlocked commando socket (BS4343) would be fine as an EV charger however, it would require its own circuit.

If his electrical installation is TN-C-S / PME  where the DNO’s protective earth is combined with the incoming neutral, he will have to have adequate protection from PEN faults, either by:

    1- 0PEN protective device

2- Making the circuit TT, with an earth electrode with an RA below 200 Ohms

    A Type B or Type F 30mA RCD with 40A MCB or 40A 30mA RCBO

    Type 2 Surge protection device

6mm2 or 10mm2 SWA depending on the supply cable run.

Failure to comply could result in the car becoming live!

He could have something like this fitted to supply the Commando, if his system is TN-C-S / PME
