Those things could be easily mitigated with clear and concise messages from Motability to the wider public.
Sadly when you are a monopoly and the managers pull nice salary without working as hard as they would in a public private sector / sector full of competitors, you cannot expect sudden burst of energy and passion to explain the core purpose of Motability.
