Anyway, back on topic (well, sort of). Personally, I would urge the Chancellor to introduce ‘pay per mile’ tax on road lice (cyclists) and runners/joggers come to that. Perhaps if they had to pay to ‘enjoy their hobby’ they might not hold traffic up as much.
But not nice people who tow caravan they should get a discount
Cyclists are a danger on the road and should also have insurance and some form of identification plate.
