You need to speak Energy Trust Scotland and the MCS helpdesk, although I doubt MCS will be much help, as its a farce.
Have you paid them for the work outstanding and/or are they owed money from you, which under no circumstances you should pay ?
It happens alot and you’ll find the company in question will pop up under another name in no time.
As for the new company I question their business model, because your back at square one with somebody saying they will order something but haven’t.
