When I last did some test drives I was told the same thing. I thought it was dealers trying it on, but one that I trust said that our Motability insurance doesn’t cover us for test drives. From memory I thought the dealer excess was £1k (but it might vary by dealership) but for a modest fee you could bring the excess down to £100.
