With regard to Volvo returning to the scheme, it’s anybody’s guess. My gut instinct is that they won’t be back anytime soon. While retail demand is high and supply chains are disrupted there’s just no incentive for them to sell cars at a discount to Motability.
On your second point, despite some people waiting over a year for orders, you still can’t place an order before the 12 week deadline set by Motability. They will just advise you to extend your current lease until your new car is delivered. Not all orders are taking this long but it’s certainly something you need to ask dealers about and factor in to your decision making.
