Wouldn’t be a new manufacturer considering they’re already available on the scheme.
My guess would be that this is mainly about chinese manufacturers like Ora (“funky cat”) and the sorts. Potentially Tesla now that they’ve become desperate to hit sales targets to stabilise their stock value (the lower models would fit price wise now).
I’m pretty sure the Smart #1 is another option.
