Check with the dealer if it has any registered owners, such as the dealer. I enquired with Motability about taking stock cars which were ex demo with little to no mileage, but was told that Motability had to be the the first registered owners of the vehicle. When questioned, they said it was to maximise the resale value at the end of the lease as cars with only one previous owner would be worth more than those with two previous owners. What car have you got on order?
The reason that Motability won’t allow us to have pre registered cars is VAT. Motability have a block VAT exemption, but this only applies to cars at the point of registration. As this wouldn’t apply to any car that has already been registered, even a 1 day old car would cost them 20% more than a brand new one. The pricing model for AP’s assumes 20% VAT exemption, hence why we can only ever get brand new cars.
As for the OP’s original question, there is no reason why a new unregistered car that is already in stock can’t be ‘sold’ to a Motability customer but, as others have said, a dealer is much more likely to want to sell it to a private customer as it’s far more profitable, so it’s highly unlikely. Never any harm in asking though, as if it’s been sitting around for a while and registering it will trigger a volume bonus, they might just consider it. One or two forum members have achieved this in the past. This would have to be an arrangement direct with the dealer that has the car though, not the dealer that you’ve ordered from (if different).
