I think poor mileage is an acceptable reason , because if the car is going to be too expensive to run then the disabled might not be able to use because of running costs and own budget … I think you would need to use the reason it’s costing me too much in fuel and I can’t afford it, if they don’t let you change , the car would just sit there and the disable person would then be house bond .
