Getting a hire car with a full to full fuel policy is not an accurate measure of how much fuel you use as people returning them (sometimes the hire company as well) don’t always full them to the brim, while the gauge might look full it could be up to a gallon short, otherwise using the figures you gave you are suggesting the car only managed just under 13 mpg, very doubtful.
