I don’t have a buffer tank and I’m sure he said an expansion tank. It is for the heat pump.
Given an expansion vessel contains water/air, its would be a good idea to insulate it, if it’s in an outside unheated building or part that doesn’t back on to the heated envelope of the house.
You can buy an insulation jacket to wrap over it any water pipes.
