The majority of EV chargers have CT monitors for saftey reasons, even with 100A cutout’s fitted. Your whole home demand will be taken into consideration and Ohme would be breaking the law if they fitted a 7kW charge point to a 60A cutout. Given your property was built in the 80’s its highly likely you are looped with one neighbour. You could ring your DNO and clarify who you are looped with 🙂
If you were looped with the property either side its more than likely you would have 3 incoming supply’s, which split to either side!
