    Yes, all new cars and many bought in last few years have data tracking systems.  There will need to be a change in the law for government to be able to access the data though.  The logical thing must be for the tracking system to record miles travelled and charge per mile to a debit or credit card, abolishing fuel duty and road tax at the same time.  Never going to happen that way of course…
