Last time I went into Chichester the pavements had been ‘widened’ into the middle of the roads and all the vehicles – cars, lorries, buses, cyclists – had to share one lane for both directions, taking it in turns to go through the gaps. But there were no pedestrians in evidence, even at 11.30am. I expect they were all doing what they usually do – parking in the city centre and doing their shopping in the permanently pedestrianised town centre.
