Given the behaviour of all governments since God was a boy, answer has got to be “YES”. I am old enough to remember the days before diesel cars became popular and available. Diesel fuel was considerably cheaper that petrol; soon as people started using oil burners, up goes the tax to make it more than petrol.
Once we are all totally dependent on new mega-battery cars with 500+ mile range, the revenue people will have us over a barrel and will tax us to the hilt.
