    The car locks the cable whilst charging.  Likewise the charger will lock the cable.  Whilst they are unlikely to be substantial locks, judging by some people being unable to release their cable after charging because the charger has failed to recognise the end of charge they’re not easy to break without tools.

    More likely is someone taking bolt cutters to a cable and leaving you with 2 connectors.  They would be gambling with a 7kW running through the cable but they’ve cut rail power cables whilst live.
