Motability, the charity doesn’t have millions in reserve, that is a private limited company, Motability Operations Ltd, who gave the contract to buy andnlease the cars to Motability customers. and the majority of that reserve is tied up in the cars purchased for the scheme. They also provide the charity with funds to help out the grant scheme run by the charity
