If i say “Messi was the player of the match”, does that mean that everyone else played awful? No, it means that on an imaginative list, Messi is on the top. It doesn’t say “Messi is “THE ONLY” player of the match”.
Same here. Kezo says that on a list of benefits, PIP/DLA should be the last benefits to be means tested. He’s not calling for other benefits to become means tested, like you’re implying.
My opinion, don’t think any disability payment should be means tested. But i also think that the one covering the most people should be the one “to be axed” last.
