in fairness to motability it is used primarily when there are multiple drivers and particularly when the disabled pperson isnt one of them. basically to stop it being used as a pool car for the drivers benefit rather than the disabled persons benefit.
theres a family down the road where the mother is the motability customer and the husband and 3 kids are the drivers and effectively the car is a pool car used mostly by the 3 kids as a group runaround. i reckon it will bite them soon.
