The End of WLTP and Motability New Car Warning (To Dealers)

      So as the whole ongoing admissions thingy me bob comes to an end I remember it by (WLie TPeople) Motability issue advice to its dealerships, which Maybe of interest to some expecting delivery soon. especially those that don’t want to be collecting a 19 plate when assuming a 69 plate..

      By September 2019, all cars (not just new models) must be tested under the RDE1 standard. We understand most models have been tested for both WLTP and RDE1 however there may be some disruption with new car registrations in September for models yet to be tested.

      How will Motability manage new car registrations?
      They will adopt the same approach as they did last year when WLTP was introduced, which means dealerships will not be able to register a non-RDE1 (or a non-derogated) car in August and hand over to a customer in September.

      Any vehicle registered on or before 31 August for handover from September onwards will be subject to a penalty by Motability to the dealership.

      What should A dealer do?

      they will need to identify any car that will be impacted by RDE1 and confirm with the manufacturer that it is a derogated vehicle. If it’s confirmed by the manufacturer that it’s not a derogated vehicle then they  will need to contact the  customer to agree one of the following options:

      The  customer can:
      Swap their current order for a RDE1 tested car with a later delivery date. The car will be registered on a 69 registration plate and a lease extension will need to be applied to the customer’s agreement until the new car is ready.

      Take delivery of their allocated car on their end of contract date as planned. They should be made aware that the car will be registered on a 19 and not a 69 plate.

      Please note a renewing customer cannot take delivery of their new car any earlier than the end of contract date of their current agreement.

      These are the only two options available for a non-derogated vehicle.

        I think its the customers that should be told not the dealer?

        At the end of last October I took delivery of a KIA Carens, 7 weeks after the cut off date for non compliance WLTP cars on Motability and if I remember right they said (Motability) that ALL car taken delivery on or after the first of September 2018 HAS TO BE WLTP compliant.

        After a few week of driving this car I got suspicious that the car is not WLTP compliant because it was not showing as such on the German site we were all using back last year.

        So it turns out that manufactures are allowed to continue to sell cars that are not WLTP compliant until September the first 2019 as long as its a discontinued model and KIA took the decision to discontinue this model in October last year therefore enabling them to sell this model onto unsuspecting customers.

        So if my local council were to decide to charge all no compliant WLTP diesel users to take their diesels into town who pays the charge.

        TBH it would take the council a couple of years to implement such a scheme and the car would be gone by then but lucky for me, it’s not my car.

        So no good telling the dealers as they want to get shot of the scrap metal ASAP.

          So if the dealership gets a penalty from Motability, assuming it’s a financial penalty, will the customer be offered any of that I wonder?

          Don’t all laugh, stranger things have been known to happen 🙂

            That’s the problem Bandit, we take all the flack and fallout and Motability takes the reward for it.

              The penalty is 3% of the Basic price of the vehicle. And to be honest it’s not the customer that losses out, it’s to reimburse the difference and loss in residual value in Three years time, personally I would of thought the penalty would of been more as a vehicle with a basic price of £25,000 is going to be hard to sell in 2022 without a RDE1 let alone for £750 less.

                  Got a call from my dealer yesterday saying my handover date has been delayed because of this new WLTP registration. Was supposed to collect on the 1st of September, now pushed back to the 7th.

                    As long as it’s a 69 plate and not a 19 I don’t think it affects you, WLTP has been about for a couple of years and isn’t actually the New one manufacturer/Dealerships like to make out, RDE (1 & 2) is the next step and it’s RDE1 that comes into effect 1st September. It can be confusing but from how I understand it as long as your not picking up a 19 plate there is no need to check or be concerned about.

                      Oh that makes sense. Well I hope it’s not a 19 plate since the cars been at the dealership for about 10 days now. Only reason they couldn’t hand it to me earlier was because of this 1st September ‘derogated’ Rule.

                        I am now starting to think my dealer is lying about the reason why my car delivery has been delayed. I can not find anywhere online about cars being delayed next week to WLTP, so I think he has given my original handover slot to a more ‘valued’ customer, this pushing mine back.  I am thinking of asking for my AP back and cancelling the deal. Does anyone have any advice regarding this as the reason of the delay has little backing to it.
