Compliant goes beyond physical features. It involves going through lengthy paperwork processes. There are GB countries that won’t import into Northern Ireland because it’s too expensive and time consuming to ‘comply’
If you live in GB you are probably not aware of the various ways we are treated differently. If you want to go on holidays with your dog in England, Scotland or Wales, all GB residents can just pack up and drive. However, if you want to visit Northern Ireland, you have to apply for a pet travel document!
