Its not that under 25’s are pushed out. They were never in it.
Even when I was 17 every car was limited until you reached 25. You just could not get insured for one.
If there is nothing suitable for you, then yes, give it a rest for a couple of years until you reach 25.
You should have some accumulated NCB, so getting insured privately will not be eye wateringly expensive.
