Can’t help a lot with the DVLA codes and the code you have mentioned, code 25, is the only one I have on my licence and as noted above its a code I’ve never had to use.
Having had a hire car with push pull brake and accelerator this is what code 32 and maybe code 33 refers to though what I seen in the hire car did not control the clutch or steering.
