Unfortunately, relying on the Local Authorities to provide basic necessities is a recipe for disaster.
You only need to drive around the Highlands. There are no basic facilities. Try getting a public toilet on Skye. The best they can come up with is to have trowels located in passing places.
I was contracting in the Highlands for the Council a few years ago and they dont care, as long as the tourism cash cow is bloating their budget – they are happy!
