Not sure why you went with the misleading headline, but of course they’re not “banning EVs”. They’re restricting use to: exercising one’s profession, shopping, visiting the doctor, attending religious events, attending court appointments etc – under very specific circumstances.
I didn’t go with a misleading headline ? rather shortened it. The headline went as follows:
“Winter is coming: The ‘best country in the world’ is planning to ban electric cars amid the energy crisis. Is it time to revisit oil stocks? Here are 3 big plays”
