All of the above really shows that’s it’s a legal minefield regarding the various rules. However, as Ian Price points out, it is the people who blantantly use clearly mark disabled parking spaces without needing them. Surely there must be some way for the owners of the car park to make some attempt to police this. Living in Scotland I have never seen anyone checking blue badge use in any car park. If the “offenders” are not challenged then the misuse will not go away !
