It’s an interesting question. If it’s a council provided car park with some kind of EV facility then I’d imagine the same rules apply to dedicated bays as they do EV bays or otherwise if you’re displaying your badge and clock.
Private car parks probably don’t have the same crossover of disabled bay rules to EV bays, it’s likely one or the other, sadly.
