The problem started when BP announced to the press they couldn’t deliver to a handful of sites because their contractor didn’t have drivers. Maybe they wanted the reaction in the media and maybe they expected the public to panic buy and maybe they wanted the government to respond to it by relaxing the rules to let foreign drivers in.
