I am unsure how that makes the Scheme unfit for purpose. There are two parties in this, Volkswagen and Motability, Volkswagen offer a list of vehicles they are prepared to sell and Motability a list of vehicles they are prepared to buy. The relationship with a private buyer is different by definition.
