    yeah well councils themselves have the highway act to fall bck on and can use to stop things like that. and yes as there is bare cable areas on a public footpath, if a kid was playing with it and got electrocuted the person responsible would potentially be in court i’d presume. Possibly the council too if they had given permission, hence why most wouldnt when its like that picture. Legally here your not allowed homemade ramps to cross a kerb either. you HAVE to get kerb lowered at your expense.

    Sure some councils will turn a blind eye of course. Adding them to lamposts is the logical way to do this as they are all over most streets
