Dogs barking outside is antisocial, similair to neighbours playing music with a heavy bass etc. It’s ok once in a while but not acceptable every day.
If you have dogs that bark and you live in a built up area then you should keep them indoors and let them out to do their business or take them for several walks during the day. It’s about being considerate and a responsible pet owner.
