Take the initiative and innovate for a change, work for the disabled person and get them a good deal the Advance purchase prices are now out of control they are too high they have gone up too much compared to anything else that has gone up
its not that hard to control the data its only 230,000 potential people (ish)
I am surprised at the negativity and not much in the way of other ideas
or at least do a feasibility study,

It sounds like a Data Protection/GDPR nightmare!
Who is going to control the data, such as Fred Bloggs of 12 Big Street Reading, who wants to see who else is ordering a Volvo in March 2021 as he is thinking of getting one.
Are the names & contact details of other customers made available to him so he can contact them directly? Or how does he contact other potential customers?
Who is going to control the database of customers – and think how much that data could be worth to a dealer in a particular area? For example, Mr Volvo Dealer of Slough signs up under an assumed name just to see who in Reading is thinking of acquiring a Volvo. Mr Dealer the bombards Mr Bloggs and others with Volvo ads from his Slough dealership rather than the Volvo dealership in Reading.
