I attended a lecture about Electric Cars and was told the reason for delays was that VW placed an order for batteries so large that it starved the rest of the industry, apparently they were worried the competition were stealing a march so they threw a spanner in, giving them time to further develop their Electric range of vehicles. The Electric Kona was withdrawn from sale for most of 2019.
