Thanks everyone , Right I’ll fill in form with dealership info and then I’ll give DVLA and mobility a ring , got proof that the car was exchanged on the 4/9/2019 and the ticket is for the 19/9/2019 so it does sound someone hasn’t done their job properly. Thanks again for your help
