The core group of wheelchair users will be protected. But I reckon Motability is under pressure from DWP or HMRC to reduce fraud on the scheme. Hence the black boxes and drive smart.
Regardless of theories there’s no winners from this. A select few may have their mileage increased at extra cost but even those otherwise VAT exempt will suffer from these changes.
If I was a wheelchair user, I’d be looking at what I could negotiate outside of the scheme, drop VAT from that and finance the rest.
DWP is under instruction but it’s the weak Government running scared of the Right that are causing this. They need to know the effects of what they’ve done purely because their lack of vision let Reform dictate policy.
