@kdwolf, it’s going to be better for you to look at a salary sacrifice scheme for your next lease. Bizarrely, you’ll get at least a fifth off your payments thanks to the taxman (as the Chancellor hadn’t worked out that she’s spending more on subsidies for working people which increase as they earn more over the Scheme losses to the treasury). You’ll also get a much better choice than we will.
I do think they’ll take a look at the benefits they’re paying for that are used by the vast minority first. The mileage allowance has always been seen as generous because it caters for the few who have to travel stupid distances for hospital appointments. I think I’ve read the actual average of returned cars is something around the 7-8k range. That means halving the allowance will still do the majority plus a lump who do slightly more whilst cutting insurance costs. If that covers the IPT at a minimum, it saves the customer from one increase and would make a dent in the VAT increase. The same applies for European cover as that’s an insurance and recovery cost. Hopefully they find a package that either minimises the cost increase to us or saves us a little bit without rendering the scheme useless.
