I’d be cautious around any public charging VAT changes. Until it’s announced by the Chancellor it’s just supposition. The 3ppm is to replace missing income from fuel duty (which also has VAT added on top) so adding 3ppm and cutting public charging doesn’t quite make sense, not that that’s a common factor with their decision making.
The idea of running cables by the hedge and parking on the road does make the best of a less than ideal situation. It gives you the best shot at enjoying the savings that home charging attract without running too much risk of pissing off the neighbours.
