Unless I’m misunderstanding the proposals, it will mean that when a hybrid car is running only on its petrol engine, the owner will effectively be paying both the excise duty on the petrol and the EV mileage charge. Which will make hybrids very unpopular.
An excellent point that I’d completely missed. I guess that’s why PHEVs are going to be 1.5p per mile, but those PHEV drivers who do the majority of their mileage on petrol (such as company car drivers who get them for the lower benefit in kind tax but never charge them) will be screwed.
