Interesting scenario! The first thing to come to mind, is the car has been offered to a retail customer and a new factory order has been for you however, member @especially had issue with a Ford order, being told their were restrictions on ordering!
I certainly wouldn’t take the dealers word for it and do as @Fastbike1000 says and ring Motability to query whats going on.
