You could of course just thank them for the very helpful action of ensuring you don’t pick up a car which is almost running on fresh air. £25 is not a lot of fuel these days and I would suggest will be used fairly quickly.
Suggesting that they would charge £25 yet only put in £20 seems a little out there.
I have always asked the dealership to put in fuel for me before I collect.
