One of the bigges’t problems is Motabilty reluctance to let you change the tyres, even if allowed you would have to pay for them yourself. That said where I live, I have always managed to get by with summer tyres and don’t see the need of changing over tyres twice a year, plus modern awd & 4×4’s oftern have snow mode which helps perhaps a little. That said, I do think all 4×4’s type vehicles should come standard with all season tyres, which there are a couple on the scheme that do.
