I would suggest contacting the council, and challenge the ticket, as you where no longer the driver/keeper of the car, because you handed over the car to the dealership on what ever date it was that you had the hand over.
Do you have the paperwork from the dealership? This is eveidence that you where no longer the keeper of the car. From that date, you were not responsible for the car.
Also might be worth running it by motability customer service to see what they say. Oh and then pay a visit to the dealership and roaster their arses. It’s their problem.
