This is a shame. I’ve heard of this happening before and unfortunately there’s not much you can do except order another car.
Ona more positive note though, if your partner still has his provisional license when you do get your car, if he is on a means tested benefit, he will qualify for up to 40 hours of free driving lessons through the Motability Foundation.
