It’s most probably due to the VAT, Motability get the cars VAT free. If the car has been registered it will likely be a problem for them.
Yes, this is exactly the reason why pre reg cars aren’t an option for Motability. They get block VAT exemption and you can only get VAT exemption on a car at the point of first registration.
