Don’t try reporting them to Motability because the practice of getting the lower AP is against Motability rules, so it may cause you more hassle than you bargained for.
A dealer wanting more money for the same car is also against the Motability rules. Dealers have to follow a code of conduct with Motability. If one dealer allows a change of order (at a reduced cost), then so should all dealers.
