My house insurance won’t cover it as car related so a logical addition for someone with a disability (others must also need additional luggage space surely) but unable to insure it – looking at around £1000 for bars and box so not small change.

As Roger saysHalfords boxes are made by Thule, so its would be cheaper to buy one from there and even cheaper if you bought one used of ebay etc. Equally there plenty of good roofracks around cheaper than Thule including Halfords or perhaps orlook for a used one in good condition.
