I had similar issues 2 by years ago with my HA. I have a private driveway via a grant but the HA said I couldn’t have a charger because they didn’t have a policy on tenants having them, I kid you not.
I got my MP involved he went nuts at them over it given his green credentials but they just ignored him over it.
In the end I just got one fitted via Greenvoltz and Motability paid after BP messed it up a dozens times or more.
HA fitted heat pumps here a year later and they’re now looking to put solar panels on our roof so things are looking up
