I can’t answer anything about the grant’s but your other question is yes you can order a car as long as you have at least 12 months of your award left.
Your lease starts the day you take delivery of the car and until then your award will go into your bank account.
One thing I’m not sure of is if your car takes over a year to be delivered so means you have less than 12 months award left can you still take delivery.
